This legislative rule establishes requirements to govern the disbursement and use of loans from moneys held in the state Water Pollution Control Revolving Fund. Such loans shall be made to local entities for the planning, design, acquisition, or construction of wastewater treatment works, for the implementation of point and nonpoint source control management programs, and for the development and implementation of water conservation and management plans.
This rule is not more stringent than its federal counterpart regulation.
