Current state operations are under the Farm Bill which gives an exemption from being considered a controlled substance and allows states to research the feasibility of growing Industrial Hemp. DEA has not changed anything in this regard. West Virginia can be considered less restrictive than the Federal due to allowing Industrial Hemp to be grown as a research project.
